The outer ring assembly, the moving parts, will have to include something that spins, as it rotates around in the circle or half-circle of the perimeter. I would advise examining the design of David Hamel's spinning granite sphere assembly on the home page on that huge blueprint.
Spinning power-cells is NOT a bad idea at all.
Needs a monopole on the very outer perimeter. Gravity cancellation can apply in opposite directions of rotation of the lower X-1 engine to the outer ring for simplicity.
A proton acceleration mechanism would have to be combined in the outer ring, too. I am pretty sure there's an easy way for it to somewhat take care of itself automatically, maybe giving it a little help.
I believe there can be a blending of a Hamel-Tesla-Carr technology to mesh together in the outer ring, after all. I'm hanging on to that until I've given it further thought.
It's theoretical, but it's very interesting.
