I think it's important to address the funding issue at this time. ---Corrections (11/08/18)---
There are some technologies like the MEG which may exist in private, which is an adapted component of the Outer Ring, which may not be prudent to reveal to the public..... I want to talk about disruptive technologies. Disruptive (AKA "destructive") technologies affect our energy infrastructure and economic market system. The economy does need to change, and change is the only universal constant, because trade and exchange is always on-going, evolving, growing, etc. The credit to debt ratio is unsustainable and the world banking system is working on a solution to that problem, which may result in world-wide prosperity unlike the world has ever known.
However, in the meantime, free energy and overunity energy is good, and it is allowed, but it is currently only allowed in private markets, and is allowed for individual use, but not for mass production. Solar and Wind, hydro-electric, and natural sources of energy from the Earth (and under the Earth) is part of the overall economic system of Earth, and is a solid economy that can withstand off-world influences, in theory. Water is free, sunlight and air is free. Electricity from the Earth is free. What is natural is free; what is man-made is labor.
I think the anti gravity and warp drive is possible using modern energy systems that won't be disruptive to our world infrastructure (that's important). In fact a LOT of development can happen there with the power systems we already have (which includes existing overunity and free energy that is currently in use), and any energy technology development ultimately for warp drive DOES NOT HAVE TO BE DISCLOSED TO THE PUBLIC (to maintain exclusive access to address appropriate Earth security protocols, with the exception of what currently exists obviously to prove the concept in past, present, and future). Earth markets can therefore be protected.
Otherwise we should be using anti gravity not to replace any economic systems, because airplanes and jets are really damn fun, and very useful, but the anti-gravity DOES have a purpose, and it does not have to be a disruptive technology to the world. It is experimental technology (in public; more well known in secret), and so the research and development funding MUST be non-corporate since corporate funding has the singular objective to make profits, not the singular objective to benefit life and life-force biological and ecological systems, nor for exploration and knowledge.
The only real threat to evolution is destructive and disruptive changes to our way of life, incomes, infrastructure, and economy that can cause loss and disruption, because the old ways and the old economy is being used as a foundation to build a new one; so pulling the rug out from everyone's feet is not logically conducive toward developing evolution, so there are considerations involved with a funding paradigm.
Antigravity and warp drive is the only seriously viable propulsion system for exploration and discovery beyond the Earth. What is beyond the Earth is just as closely guarded of a secret as what is within the Earth. As such, this is not a disruptive technology because of the nature of secrecy involving advanced space programs that have alternative funding not connected with Earth infrastructure; whereas the only threat toward such alternative funding would result in prosperity for everyone living upon the Earth. With the banking systems the way they are, and the derivative markets the way they are, people of Earth never see any of that vast and enormous wealth, even though it is derived FROM the people of Earth, therefore it is not a disruptive technology.
The development of antigravity could disrupt the flow of demand in the future (in Earth economies), and so it should be reserved for usage for the creation of new opportunities and new exchanges and developments, with no risk toward the current infrastructure we already have . . . . That means its usage should be: private, individual, and exclusive access, emergency relief systems, fast evacuation systems, educational purposes, but not for serious commercial infrastructure usage at the present moment, because our world isn't prepared to handle that except for rarefied conditions at this present time.
The individual and small groups can handle the reality of it, and the public can handle it in a dedicated spaceport setup that will not affect demand. Not many people can afford a trip on a rocket. But antigravity affords open usage, but with serious security protocols and discernment and respect toward spiritual attainment before the public can have general admission; otherwise again, individuals and enlightened groups are already ready.
Laws that govern antigravity are sketchy, and not really in existence currently, and I am opposed to regulation of antigravity because of its secret and classified nature, which is open to the public to explore, but only in ways of accountability and integrity and following those ethics of honor to life.
I feel this is a good and healthy perspective for such prospects, that should be addressed now, at the beginning, to fit it into a framework for future development.
Please do make donations and put some energy toward these goals, so that there can be something more to work with than ONLY ideas.
.... I suppose I should add, most funding toward these goals are directed toward disproving the technology than supporting the reality. I saw recently some evidence that half a million dollars went toward the kitty to shut down a website instrumental in the development of these technologies. Not mentioning names, but if you offer food to a starving leopard guarding the door, that leopard isn't going to care anymore about the door, and he's gonna choose to eat.
The other possibility of funding requires turning over all the technology, a patent is secured, the technology is locked down, and it goes to some private group for their exclusive use, or just to shelf it and forget about it. I think EVERYONE knows that.
I've got to follow the rules, the laws, the undisclosed agreements, the treaties between Humans and ET... Not that I know the details of any treaty (just for the record), but this is a real proposal for the benefit of the public. It's a bit of a mess to introduce a warp drive technology to an economy which is trying to be self-sustaining, which is why private market and private contract should be understood not just for security reasons, but for the preservation of Earth economy to give us room to develop these technologies, since the public does not know what any government agency is really planning, or their passion of their commitments, or if they are going to disclose the government's goals toward warp drive involving let's just use these two groups, NASA EAGLEWORKS, and DARPA.

Since we have lost the Clandestine Disclosure website, it is reasonable to assume that the core building team is now classified, and it is up to a handful of engineers to decide whether or not to come forward with their work ultimately toward the OTC-x1 reverse engineering, based on Alexey Chekurkov's demonstration of the primary aspect involving the OTC-X1 (proof of concept exists as a similar working antigravity device). This is a huge victory because everyone was lost in a forest looking for a tree concerning "what is an utron"? There is SO MUCH MORE dynamic to the entire electrogravity craft, that now FINALLY people can actually see.
Regardless, as I've been working on these physics for many years, finally working it out online, I'm not in a comfortable position to display any technology that I develop further than what is shown here, for reasons. I feel the physics are OK, and I can share others' achievements to build upward toward ultimately locking down our complete understanding of warp drive, because that is the only way energy is being traded toward these goals, currently (there's no other energy, although energy is commerce).
I do have an affinity for the OTC-X1 and I feel I understand it better than many, and I could include demonstrations of this technology "mixed up in the fray" of public development along with others, and no one needs to know who we are. .. unless you want to be known. And that would certainly make things very quiet at this website for a number of years. What do we do from here, and where do we go? ... is the question.
Why do we need rockets? We can do it cheaper with antigravity. We can do this in a way which protects the individuals involved, and protects the world market from disruption. I think that has already been achieved with the removal of Clandestine Disclosure, as the go-between between the engineers, and believe it or not, the corporate markets. Secrets, management, and information is gone; it was a true loss.
Development requires funding, or otherwise energy from people toward duplication and development and reverse-engineering, which can be traded for the sake of education, or for building something in the future of an ultimate reality of public warp drive spaceports. The guarantee here is that through public and private contracts with security conditions, the information here at this website can stay, and NOT be deleted, unless it's just out of date. That's the starving leopard clause . . . The starving leopard guards the doors to the Earth markets, and "secret space program" credit-based economies, just for sake of the humorous analogy. I mean no disrespect, it would just be better if more dragons come forward with some energy and vision, at this point.
