What is exotic matter?
Exotic matter is matter that has simultaneous positive and negative mass fluctuations, and it is a natural room-temperature superconductor. It behaves in the way it is intended, because of a machine's design.
Take a look at mono-atomic gold, which has been seen to behave strangely, and with strange properties. Those properties include: room temperature superconductivity, the appearance of bi-location (being inside its container and simultaneously outside of its container, yet contained), positive and negative mass fluctuations, and spontaneous levetation.
Monoatomic matter is exotic matter.
What is "mono-atomic" matter? It's simple, it's matter existing in a single state of one-atom. One proton, for example is mono-atomic. That is a hydrogen ion. It is reasonable to conclude that hydrogen ions are exotic, especially in high-volt energy states (it is action that determines what something is). Because it is a noble gas, it is usually paired. But when ionized, and stripped of their electrons, they don't pair so easily. That splitting of atomic "duality" shape is what achieves tremendous energy. Matter is not in a state of duality though, but the form of a paradox: along side, and opposite with.
Other characteristics of exotic matter is "exotic temper."
An element which has become exotically tempered, such as copper, can have a melt point of 7,500 degrees F, far beyond its normal low-temperature melt point. A scientist friend of mine has achieved these conditions using special equipment in a lab. She has duplicated some of her work to British Petroleum, specifically the ability to neutralize all radioactivity in a radioactive element, instantaneously, especially large radioactivity contained in water!
I am not including her last name due to protection. The normal scientific community is strange, and cannot except things on face value -- three independent U.S. testing labs could not believe that upon duplicating my friend's results and instantly neutralizing radioactivity in matter, that what they were observing was real. The normal scientific community does not believe in anything beyond an accepted box of cramming square pegs into round holes.

There are methods in conventional science that slows the entire system down to a crawl. A lot of that is due to the flow of money. Technology is power. Technology is either peace or war, depending on where the power flows, and how it is used, and under what intentions determine the course of scientific growth.

Inner Peace is the ability to be at center and harmony amidst what is not chaos, because the chaos is brought into balance as motion and stillness, ... with intent.
It is a paradox.
